Ultima doesn’t actually mean anything, it is a random word that sounded cool for a game. There is no place called “Mystvale”. Raukarist is nothing. “The Father” is that guy married to my mother.

One seemingly nonsense teaser question, concerning stuff nobody knows about, is kind of neat, as a prelude to an announcement. Four just makes you kind of a jerk.
These questions are a way to build hype around something that isn’t very interesting. A way to make people curious about something they otherwise wouldn’t be curious about.
Raukar is another word for the Swedish Rauksteine, a series of limestone columns in Gotland. So, they could be an allusion to the shrines (or any set of standing stones). In which case, I guess “never” would be the answer.
I gotta admit… I’m kinda at the lost interest point. At first I was interested, but I’m kinda at the point of thinking “Someone else has created some new Ultima lore. Why is this any more interesting than the tens of thousands of other fan-made loreish things made over the years?”
I almost think I’m going to be annoyed about the announcement that comes around in a few days now. I think I’ll just ignore these for now.

So, they would change form as they were placed, before they were named thus. Perhaps the things done ‘neath their shade, and prayed ‘neath their skies, could have the power to modify their form, though not necessarily physically. Time would always be modifying them slightly, in ways we can’t perceive so…the answer is Always…and Never.
