Broadsword Online Games have announced that Publish 89 for Ultima Online will be rolled out to the Izumo and Origin shards; these shards always receive new patches and updates first, per a long-standing tradition.

Actually, Izumo should already have Publish 89 on it:

We will be pushing Publish 89 to Izumo this afternoon during their normal Maintenance cycle and Origin will get it in the morning after their maintenance cycle. Please remember that character transfers for those two shard will be unavailable until we publish this out to production early next week.

And it looks as though the housing-related issue that cropped up in the recent Publish 89 update has been rectified:

I would also like to let everyone know that the Housing Database will be turned back on Friday 2/20/2015. If you feel your house is in decay and should not be, please either page a GM in game or email support@ultimaonline.com so we can help with this on an individual basis. When we turn on the housing database the decay of houses will pick back up where they left off.

I would think we’ll see Publish 89 pushed out to all shards by next week, if not the weekend.
