An update posted to the Ultima Forever forums gives some details on the not-quite-in-time-for-Halloween promotion that Mythic are holding in the game:

While many of you might have been taking your little ones out Trick-or-Treating, our Dev team recently pushed the following weekend promotion up to the live game:

This weekend, every Unlimited chest in every town but Castle Britannia and Britain has been upgraded to a chest that – when opened – only grants epic weapons! For some of you, this is an opportunity to finally get the epic weapon you’ve been searching for!

The Unlimited chests located in Castle Britannia and Britain remain “normal” throughout this promotion. The new Epic Weapons Chests will be available until approximately 3pm EST Monday (Nov 4th).
