Andrew Owen, as he explains in this post at the Ultima Dragons Facebook group, hasn’t had a lot of time to work on Ultima 3.5: Pax Britannia lately, in no small part due to the fact that he has been busy finishing his master’s thesis. However, he felt moved to release the manual that he put together for the game:

This was produced last year while I was figuring out the game parameters. But I really do want to finish it. All comments welcome. All the text was adapted from the Codex of Ultima Wisdom and is published under the CC license. I don’t think this really gives away anything about the game that I haven’t already discussed but feel free to ask questions.
